SUMMARY

Pareshen Housing Project in Karabakh

Original Project: Initiated by AGBU London Branch with the intention of erecting ten units.

Participants:    1)  AGBU London: Contribution made:        £ 53,140

                            2)  AGBU Egypt:    Contribution made:        $ 17,368

 

Events:              Construction began in 2005.  The funds raised were enough for seven units.    

During Phase 1, three units were built at a total cost of 18,600,000 AMD.

However, after the construction of the first three units, the builder refused to   complete the remaining units at the same contracted cost.  Simultaneously, the NKR Army needed the land on which these houses stood for their military site. Consequently, all construction was deferred at that point until a new site was found.

In April 2007, as a result of direct discussions between the Presidents of AGBU and NKR, both parties reached an agreement in which the government of Karabakh promised to rebuild the same houses for AGBU adjacent to Norashen, the village rebuilt by the AGBU France District.

As the village has been be relocated next to Norashen, it has been decided that it would be best to concentrate all three of AGBU’s villages in NKR (Norashen, Pareshen, Jrakn) within one large district in the Hadrut region – the main advantage being that this grouping would create a synergy and maximize usage of their common facilities (school, sewage system, clinic, community center, etc.). Moreover, it was discussed that this area will eventually be renamed “AGBU District”, and any new village built within this area will constitute a continuation and enlargement of the District.

Current Status: Six units of the Pareshen project were completed in July/August 2009.   Since        

the funds available from AGBU London and Egypt were not sufficient, AGBU Central Board subsidized for the completion of the units.  Electricity and water were brought directly to each house unit by government authorities of NKR.   Two units are currently occupied by families.  Four more families are awaiting assignment by the government to the remaining units.
